Riley's former chief of staff, Dave Stewart, said it happened Sunday afternoon on a dirt and gravel road near Fairbanks. It was raining, and the former governor "had to lay the motorcycle down" to avoid losing control, Stewart said Monday.

My motorcycle safety instructor would call hogwash on this, for two reasons:
1) you've got more control when your sticky rubber tires are on the road then when you're careening around on your side, only slick metal surfaces touching
2) at the point that you're on your side skidding, you're WAY past concerns about losing control - you've already entirely lost it.
