I had heard something about this a couple days ago, but the details weren't clear and it was from a conspiracy site that I was far from sure about believing.
Matt, I fully expect that the current resident of the White House will adopt the Treaty by executive order, and his willing minions won't care that it wasn't ratified as required by law.
Concluding its two-week session today, the second United Nations conference to review the 2001 Programme of Action on trafficking in small arms and light weapons adopted a consensus outcome document that highlighted the international community’s renewed commitment to preventing, combating and eradicating the illicit trade.
gfa, read the text of the UN's article in the link provided by maddmedic, above. They've effectively adopted the measure, and agreed to try to implement it world-wide by 2018.
Jenny, it means that the U.N. is now recommending that all its member nations adopt the measure ... and that Obama will probably bypass Congress and adopt it via executive order, even though that's not a legal venue. Those niceties don't seem to slow anyone down, these days.
