I suspect that if you trace the Federal speechifying (and there's a LOT of it) back to the 20-year period from the end of the War Between the States and beginning of the Progressive movement, you'll find that - at the same time when "these united States" became "the United States" - that our Republic became a "democracy". After all, mob rule is far more popular with the mob than the rule of law.
