Sigh. I hate to think that someone looked at this seriously before this was done, then shrugged their shoulders and carried on because those were the instructions - but I think too many people would do just that.
TB, that's quite true, nowadays. Too many poorly educated, poorly trained, who mindlessly do as instructed without a single independent thought.
