I think that goes for nearly everything the federal gummint has done since 1900. But that may be too optimistic.

Pretty much dead on as far as I know...
The behavior has been quite consistent for far too long.
One program comes to mind, rural electrification.
Such programs are nearly innumerable, and most need instant eradication.
The most feared words in the English language are, "I am from the government and I am here to help."
