Yep. You could maybe also add to it that it's a state of being where individuals fear that they will be required to actually step up and help others rather than fobbing the job off on the amorphous "the government" to do.
The first definition is incomplete; it should say "The haunting fear that someone, somewhere can help himself or herself without the help of the state".
