I have not watched Star Trek in years, but yes, now that you mention it, Klingons and Romulans never seem to have the same issues.

TB, that's correct ... at least as far as the Federation knew. :)

Linda, I recall one episode with the Romulans having some sort of slow-motion disaster involving experimental tech, but it was just that one time.

Actually, the Dims are a doubletalk generator. The Star Trek version is the advanced electronic version of modern politics.

Best explanation I ever heard: the Federation is all the slow proggy humans who stayed behind after all the real adventurers ran off to some kind of singulatarian adventure. The effective people are so far ahead they're off camera. :)
