Linda, that's one of the interpretations for this symbolic rain. It can also refer to blessing, to the anointing, and/or to the Holy Spirit Himself. In this particular passage, I personally believe it refers to all of the above. Meaning that the Lord will pour out abundant blessing, anointing, knowledge, and other gifts as the end days grow darker.
